It's in your profile, and is pretty cool. I think there have been some reports of a few bugs still with it, but overall it's not bad.
Under Profile -> Look and Layout
Place a check next to Show WYSIWYG editor on post page by default?

I have to admit, it's a bit subtle at first. I guess other messageboards and blogs have had these kinds of editors for a while now.
